Abstract
The implementation of an electronic attendance system is part of the Ponorogo Regency governments efforts to improve civil servant work discipline, prevent attendance manipulation, and support digital-based bureaucratic reform. This study aims to describe the implementation of the JATHILAN application at SMPN 2 Sawoo in Ponorogo Regency. This study employs a descriptive method with a qualitative approach. The research focus was analyzed using Donald S. Van Meter and Carl E. Van Horns policy implementation theory, which encompasses six variables: policy standards and objectives, resources, interorganizational communication and reinforcement of activities, characteristics of implementing agents, socioeconomic and political conditions, and implementers dispositions. Data collection techniques included observation, interviews, and documentation. The implementation of the JATHILAN app at SMPN 2 Sawoo has generally gone quite well and has helped improve civil servants work discipline. The use of this app has made employee attendance more manageable, minimized attendance manipulation, and fostered a more orderly and responsible work culture. Civil servants and educators at SMPN 2 Sawoo have generally been able to adapt to the use of the digital attendance system. Additionally, coordination between the school and the Education Office as well as the Regional Civil Service and Human Resources Agency (BKPSDM) has supported the smooth implementation of the JATHILAN application. Nevertheless, the implementation of this application still faces several challenges, such as limited internet connectivity due to the mountainous geographical conditions of the region, power outages, and the lack of optimal, periodic, and structured program evaluations. These obstacles sometimes cause delays or technical disruptions in the attendance process, thereby affecting the effectiveness of the applications implementation. Nevertheless, overall, the implementation of the JATHILAN application has successfully supported the creation of a more disciplined and professional work culture among civil servants.
