Abstract
Performance measurement and evaluation are essential components of strategic educational management, serving to determine the level of success of educational institutions in achieving their stated vision, mission, and goals. To address the demands of improving educational quality, educational institutions are required not only to develop effective strategies but also to systematically measure and evaluate the results of their implementation. This article aims to explain the concept of performance measurement and evaluation in strategic educational management, encompassing the definition, objectives, methods, instruments, measurement models, roles, challenges, and efforts to improve implementation effectiveness. The method used in this paper is library research, reviewing various relevant literature sources on strategic educational management, performance measurement, and educational program evaluation. The study results indicate that performance measurement plays a role in providing information on the level of program achievement, while performance evaluation serves to analyze these results as a basis for decision-making and continuous improvement. Several performance measurement models that can be implemented in educational institutions include the Balanced Scorecard (BSC), Key Performance Indicators (KPIs), and School Self-Evaluation (EDS). The effective implementation of performance measurement and evaluation can help schools identify strengths, weaknesses, and various obstacles in implementing educational strategies. However, its implementation still faces various challenges, such as limited data, a lack of evaluator competence, subjectivity in assessments, resistance to change, and limited facilities and technology.
