The Role of PKBI In Changing The Stigma Against Children In Conflict With The Law at The Class II Juvenile Correctional Facility (LPKA) Of Bandar Lampung

Abstract

This study aims to analyze the role of PKBI in changing the stigma against CICL at LPKA Class II Bandar Lampung, the factors that influence it, and efforts to develop its role. This research uses a descriptive qualitative approach. Informants were selected through purposive sampling totaling six people consisting of two LPKA officers, two CICL, and two PKBI officers. Data collection was conducted through in-depth interviews, observation, and documentation. Data analysis used the interactive model of Miles and Huberman, and data validity through source and technique triangulation. This research uses Collaborative Governance theory from Ansell and Gash and role theory from Bruce J. Biddle. The results show that the role of PKBI can be understood through two interrelated perspectives. First, from the Collaborative Governance perspective, the PKBI-LPKA collaboration was formed based on starting conditions in the form of common goals and complementary resource sharing, inclusive, transparent and structured institutional design, and collaborative leadership that maintains communication and facilitation. Second, from the role theory perspective, PKBI is positioned as a fostering partner that carries out its role through counseling, reproductive health education, character building, life skills training, and motivational strengthening.
